Tonight House Republicans once again offered their alternative “Do Something” budget, this time as an amendment to SB 51, An Act Concerning Legislative Recommendations Concerning the University of Connecticut Health Center.
Once Representative Kevin DelGobbo (R-Naugatuck), Ranking Member of the legislature’s Appropriations Committee presented the amendment, Majority Leader Christopher Donovan (D-Meriden) made a point of order that the amendment was not germane… just as he had done the night before.
The Ruling of the chair was upheld by a party-line vote, 104-43, with one Democrat voting with Republicans.
Simultaneously Senate Republicans have attempted to add the GOP budget to a bill there. Democrats suggested the amendment was not germane there as well. Lt. Governor Michael Fedele, presiding over the Senate ruled the amendment germane. Senate Democrats successfully appealed the ruling of the chair on a party-line vote 22-12.
