WINSTED — Rep. John Rigby met this morning with Fred Newman, executive director of the Winchester Housing Authority. Rigby, of Colebrook, got a tour of the Chestnut Grove apartment building and received a brief about the authority’s past projects as well as its plans for the future. Newman oversees an organization that offers adult living and rental assistance services to families and individuals in Winchester and 15 surrounding communities. The authority’s adult living communities include Chestnut Grove, Greenwoods Garden and Laurel Commons. Newman described the authority’s plans to erect more living quarters in the neighborhood behind Town Hall.
