Rep. Noujaim Addresses Generali School Students

Rep. Noujaim speaks to 5th Grade students from the Margaret M. Generali Elementary School in Waterbury who had gathered in a hearing room at the Legislative Office Building at the State Capitol during an April 28th tour. The students sat in on a public hearing before the Labor and Public Employees Committee, and four of them offered mock ‘testimony’ before the hearing got underway. Rep. Noujaim is the Labor Committee’s House Republican Leader.

Wood participating in the Darien Land Trust Clean Up Day

On April 25th, State Rep. Terrie Wood participated in the Darien Land Trust Clean Up Day at Olsen Woods Bird Sanctuary at the end of Heather Lane.

The members of Darien Land Trust are stewards of all Darien’s protected land. Most of these properties are small or need prior permission from our Executive Director to access them.

The Darien Land Trust is pleased to provide open access to the public from dawn to dusk at Olson Woods at Heather Lane.

This and other properties are used by different Darien groups such as the Boy Scouts, the Nature Center, the Senior Center and the Bio Blitz for walks and nature study. The Darien Land Trust encourages residents to use our properties for painting, walking, birding and the quiet enjoyment of nature.

House of Representatives Approves Federal Funding Concept for NCCC Nursing

HARTFORD—Today the state House of Representatives adopted an initiative launched by Rep. John Rigby that would allow Northwestern Connecticut Community College to seek federal stimulus money to help start its nursing program. “Local nursing education would be a huge boost for not only Winsted, but also the entire Northwest Corner,” Rigby said. “Aside from helping the critical nursing shortage, it will attract students to the area—people who will shop in our stores and eat in our restaurants. I’m glad my colleagues in the House recognized the importance of this effort.” Read More→

Reform before Revenue

State government needs streamlining, before asking people to pay more. 

To keep you up to date, here is information on the state legislature’s response to the current economic crisis that has Connecticut families struggling, and state government as well. There are three proposals on the table:

  • Gov. Jodi Rell has recommended a budget that protects core services and consolidates state agencies with no tax increases.
  • Majority Democratic legislators proposed a $3.3 billion-tax increase (broadening the sales tax and increasing income taxes and business taxes), a reduction in state aid to municipalities, with no consolidation of state agencies.
  • Minority Republicans offered a No-Tax-Increase Budget to trim state government, impose a freeze on hiring and protect taxpayers and municipalities.

My approach is to support a no-tax-increase budget that streamlines government agencies – safeguards state aid to towns and schools – and preserves a $500 homeowners’ property tax credit that you receive when filing your state income tax return. 

State government has grown about 70 percent from its $10.5 billion budget a decade ago – while the cost of living has increased about 30 percent. 

In these hard economic times, common sense tells us that government should trim its spending, encourage business growth and job creation. 

Government needs to assure efficiency and accountability, while eliminating its top-heavy managerial style, so what money we do have goes toward programs and individuals who need them. 

The public apparently agrees with this general approach. In a February poll conducted by Quinnipiac University asking the public about the state financial situation:

           82% said it’s time to shrink state government

           67% favored cutting government programs and services

           67% said taxes should not be raised

Rebimbas and Labriola Schedule Office Hours

State Representatives Rosa Rebimbas (R-70) and David Labriola (R-131) will hold office hours together On Saturday, May 2, 2009 from 10am-12 noon in Naugatuck’s Howard Whittemore Library.

The event is free, and open to the public for anyone who may wish to discuss the state budget or any other issue before the Connecticut General Assembly.

Upcoming office hours at South Windsor Library

State Rep. Bill Aman (R-South Windsor) will be available to meet with his constituents at the South Windsor Public Library on Monday, May 11 during office hours from 7 to 9 p.m.

Rep. Aman regularly conducts in-district office hours in order to hear directly from his constituents on the issues that matter most to them.

“Holding office hours is a great way to communicate with my constituents, and I am looking forward to the opportunity of meeting one-on-one with the people of my district,” said Rep. Aman.

The library is located at 1500 Sullivan Ave., in South Windsor.

First-time homebuyer tax credit

The American Recovery and Reinvestment Act of 2009 signed into law on February 17, 2009 has improved the first time homebuyer tax credit.

Highlights of this credit include:
• A refundable credit equal to the lesser of 10% of the purchase price or $8,000. Refundable, meaning the tax credit can offset your entire federal income tax liability (including Alternative Minimum Tax) with any leftover amount being refunded to you.
• The tax credit is on homes purchased that closed between 1/1/09 – 11/30/09. For new construction, the purchase date is considered to be the date you occupy the home.
• Single taxpayers with income up to $75,000 and married taxpayers with income up to $150,000 qualify for the full amount of the credit. The credit begins to phase?out with income above those limits and is phased?out completely for single taxpayers with income over $95,000 and married taxpayers over $170,000.
• You are considered a first?time homebuyer if you did not own a home during the 3?year period before the purchase of the home. If you are married, both you and your spouse must pass the 3?year test.
• The home you are purchasing must be in the United States and used as your primary residence. Vacation homes and rental properties do not qualify for the credit.
• You are not eligible for the credit if you buy the home from a close relative; for example, a spouse, parent or child.
• You will be required to repay the credit if you sell your home within 3 years of purchase.
• You can treat the 2009 purchase as having been made during 2008 and claim the credit on your 2008 tax return.

* Income Limits Phase?Out Single $75,000?95,000 / Married $150,000?170,000
* Date of Purchase/Closed 1/1/09 – 11/30/09

Comparison to the 2008 Credit:
• The tax credit was increased from $7,500 to $8,000.
• Purchase dates were expanded to the end of November 2009.
• The 2008 credit has to be repaid over 15 years. The 2009 tax credit does not have to be repaid!
