HARTFORD — State Rep. John Rigby today caught up with Winsted and Torrington residents here who attend Northwestern Connecticut Community College. The students were at the Capitol for a tour, but it wasn’t the first time they had met the 63rd District representative. Last month, Rigby met with these students when the talked about state budget issues during their Parent Leadership through Civic Engagement course.
