HARTLAND — The small town charm offered by the annual carnival here makes it one of the best summer events in the state, and Rep. John Rigby was among those who took in the festivities with his family tonight. Rigby chatted with residents in between stops at the main food tent and games with his two children. Saturday offered the bigger crowd of the two-night party, with raining dampening Friday’s festivities. Because of Friday’s foul weather, carnival-goers were treated to a parade and brilliant fireworks in the same night.
